Investments in the city’s Early Care and Education Industry generate a high-rate of return for the District of Columbia. Cost-benefit reports of three long-term, high-quality early education intervention programs demonstrate that significant cost-savings are generated when funds are invested in high-quality early care and education. All three studies demonstrated improvements in K-12, including lower rates of grade repetition, and dropping out of high school. In 2006, the “Pre-K for All DC Campaign” commissioned Dr. Clive Belfield to determine the economic costs and benefits of investing public dollars in a universal system of high-quality pre-k for all three- and four- year-olds. Dr. Belfield found that if the District invested $58.5 million in expanding access and improving the quality of existing programs, the District would stand to reap $81.5 million in education, health and criminal justice cost-savings and additional tax revenue (see figure below).
